W．菲利普斯·夏夫利（W. Phillips Shively），现为美国明尼苏达大学政治学系教授。1971年之前在耶鲁大学、俄勒冈大学任教，还曾经担任挪威奥斯陆大学访问教授。历任《美国政治科学杂志》编辑、美国政治学会全国大会专题主席以及“选举制度比较研究”项目的负责人。他主要从事选举体制比较研究。曾在《美国政治科学评论》《美国政治科学杂志》《政治学杂志》及《政治分析》等顶级期刊上发表多篇论文，其最具广泛影响的代表性著作包括《政治科学研究方法》《跨层推断》（合著）。此外，他还曾担任明尼苏达州的院外活动成员，有较丰富的政治实践经历。
